
I. Purpose of the MTA Hall of Fame
The purpose of the Michigan Trapshooting Association Hall of Fame (MTA HOF) is as follows:
1) To give recognition to
Michigan individuals, living or deceased, who over the years, have distinguished themselves in registered trapshooting competitions by winning events at State, Zone, Satellite Grand & Grand American levels.
2) To recognize those
Michigan individuals, living or deceased, who have contributed outstanding work in the promotion, administration, management, improvement and growth of registered trapshooting;
3) To collect and maintain historical artifacts and material pertaining to Michigan trapshooting which will be available to the public, which will include, but not be limited to: shooting artifacts, photographs, magazines, trade literature, records of competition, memorabilia, videos, and items donated by or on behalf of
Michigan trapshooting.
II. MTA Hall of Fame Board Members
1) The formation of the Michigan Trapshooting Hall of Fame is at the direction and jurisdiction of the Michigan Trapshooting Association Board of Directors, hereafter referred to as the MTA Board of Directors. The MTA Board of Directors may amend these by-laws at any time as deemed necessary.
2) The MTA Hall of Fame Board shall consist of five (5) members, hereafter referred to as the MTA HOF Board. The current President of the MTA will be one of the five members. The other four (4) will be appointed by the MTA Board of Directors and shall have the following qualifications: MTA HOF Board members must have been a member of the Amateur Trapshooting Association (ATA) for no less than Ten (10) years and must be a life member of the MTA for no less than Ten (10) years and a Michigan resident for no less than Ten (10) years. MTA HOF Board members serve three (3) year terms, with a maximum of two (2) consecutive terms. It is mandatory that MTA HOF Board members be nominated from different MTA Zones. No MTA
HOF Board member(s) are permitted to be from the same MTA Zone. The only exception to this rule is the position of MTA HOF Chairperson. Due to the nature of the position, normally one year tenure, this person is allowed to be from the same zone as a nominated HOF Board member.
3) The seated President of the MTA will act as Chairperson of the MTA HOF Board. The MTA HOF Board Chairman shall only have a vote for an MTA HOF nominee in the event of a tie vote by MTA HOF members, or in the case as detailed in Section III-9 and VII-1 of this document. The MTA HOF Board will elect one member to be Secretary to serve the MTA HOF Board. The position of Secretary will be elected by the MTA HOF Board on an annual basis. The MTA HOF Board shall conduct the business of the Hall of Fame, and shall have jurisdiction in all matters pertaining to the Hall of Fame.
III. Eligibility/Criteria/Selection for MTA Hall of Fame Inductees
1) Potential Inductees: The MTA HOF Board shall receive and review nominations for potential inductees. Sources must submit the achievements of their nominee in detail. A potential inductee may be selected based on shooting merit, administrative merit or a combination of both. Note: Please refer to Attachment MTA form SM1 and MTA form AM1.

2) Shooting Merit: The potential inductee or inductee sponsor must submit a fully completed shooting merit form (MTA Form SM1) that details their abilities in the field of registered ATA clay target competition. Note: When submitting a resume for both Shooting Merit and Administration Merit both MTA Form SM1 and AM1 must be completed.
3) Administration Merit: Inductee shall have performed exceptional, outstanding and unselfish work for the Michigan Trapshooting Association over a period of many years. Such work must have been undertaken in a voluntary manner and could not have occurred simultaneously while engaged as a salaried person in the trapshooting field or during the course of earning profits in the trapshooting field. Special consideration will be given to single and multi-term MTA Past Presidents and multi-term past MTA Board of Director members who have excelled above and beyond their required duties. The potential inductee or inductee sponsor must submit a fully completed Administration Merit form (MTA Form AM1).
4) Basic Eligibility Criteria: To be eligible for MTA HOF consideration, a potential inductee shall have been a member of the ATA, Life or Annual, for not less than fifteen (15) years, an active registered shooting member of the MTA for not less than fifteen (15) years, and a resident of Michigan for not less than fifteen (15) years. The MTA HOF Board may recommend honorary induction to the Hall of Fame of a candidate who meets all other qualifications except residence. No candidate shall be inducted into the Hall of Fame, regardless of any other qualifications, who has been suspended by the Amateur Trapshooting Association within the previous five (5) years, or has exhibited significant unsportsmanlike conduct.
5) Limitation: A maximum of two (2) persons may be inducted into the MTA HOF in each year. Inductees may be living or deceased, with only one deceased inductee per year. It is not mandatory to select a candidate, or candidates, annually.
6) Nominee Resume: The MTA HOF Board will be given as much information as possible for each candidate. It is mandatory that the candidate or his/her sponsor complete MTA Form SM1 for Shooting Merit or, MTA Form AM1 for Administration Merit or, both forms when the nominee is qualified in both respective areas.
7) Selection: Each year at the MTA HOF Board meeting, the HOF Board members shall consider the merit of each nominee and selection will be by ballot, oral, or by motion, with a majority vote required by the MTA HOF Board members present. No proxy votes will be permitted.
Recorded Minutes: The MTA HOF Secretary shall record meeting minutes, including record of votes, at each MTA HOF meeting where a vote is conducted for a nominee(s).
9) Non-Participation: A MTA HOF Board member may not vote where an immediate family member (including self) is being considered for induction and should not be present when the vote is taken.

IV. MTA HOF Resume Submission
1) Resumes which include form MTA SM1 or, form MTA AM1 or, a combination of both forms if required for the specific nominee should be sent to the attention of: MTA Hall of Fame Chairman,

The HOF candidate resume must be received no later than January 1st of the current year to be considered for HOF induction at the
Michigan
State shoot the following year.
V. MTA Board of Directors Approval
1) The MTA HOF Board shall provide a written report to the MTA Board of Directors detailing the candidate’s qualifications, and stating the specific reasons for the candidate’s recommended induction into the MTA Hall of Fame. The report must be signed by a majority of the MTA HOF Board Members prior to forwarding to the MTA Board of Directors. The report shall be provided to the MTA Board of Directors by September 1st of the current year, or another date set by the MTA Board of Directors, for a candidate to be inducted at the following year’s Michigan State Shoot. The MTA Board of Directors may return the report to the MTA HOF Board for additional information if required.
2) The final decision on the induction of a nominee into the MTA HOF belongs solely to the MTA Board of Directors.
VI. MTA HOF Board Meetings
1) The MTA HOF Chairman is responsible for scheduling and conducting MTA HOF Board meetings on an annual basis. Nominees for induction will be reviewed and voted on at these meetings. It is the responsibility of the MTA HOF Chairman to copy and distribute potential
HOF nominee resumes, including MTA Form SM1 or, MTA Form AM1 or, both if required for a specific nominee.
2) The MTA HOF Chairman has the responsibility to call special meetings of the MTA HOF Board whenever it is deemed necessary by him/her or other members of the MTA HOF Board.
VII. Removal of MTA
HOF Board Members
1) Any MTA HOF Board member may be removed by the affirmative vote of a majority of the full membership at any regular or special meeting called for that purpose, for conduct detrimental to the interest of the MTA HOF Board, for lack of sympathy, with its objectives, or for refusal to render reasonable assistance in carrying out its purposes. Any such MTA HOF Board member proposed to be removed shall be entitled to at least five (5) days notice in writing by mail which such removal is to be voted upon and shall be entitled to appear before and be heard at such meeting.
VIII. MTA HOF Board Member Compensation and Expenses
1) MTA HOF Board members shall not receive any stated salary for their services as such, but by resolution of the MTA Board of Directors a fixed reasonable sum for expenses incurred for purchase of items related to the continuing operation and support of the MTA HOF.

IX. Purge of
HOF Member
1) Individual: A member inductee of the MTA HOF may be purged based on acts that places the MTA HOF in a position of disrespect or if the member is cast from the membership of the ATA.
2) Charges: Charges against a member shall be in writing. The MTA HOF Board shall review the charges. If a unanimous decision is rendered, the member shall be notified and given sixty (60) days to respond to the written charges. A meeting will be held with the member and the MTA HOF Board so the member has a full opportunity to be heard.
3) Review: If the MTA HOF Board is still unanimous in their opinion that the member be purged, the committee shall file a full and complete report of the matter to the MTA Board of Directors. The MTA Board of Directors shall review the charges, meet with the member, or a representative, and if a majority of the MTA Board of Directors votes uphold the recommendation of the MTA HOF Board, the member shall be purged.
X. Ceremony and Awards
1) Persons that have been selected to be inducted into the MTA HOF shall be honored at a ceremony during the annual meeting conducted at the annual Michigan State Shoot. The inductees shall be presented with a plaque identifying them as recipients of membership to the Michigan Trapshooting Hall of Fame. Ceremony and award can be modified as needed by a unanimous vote of all members of the MTA HOF Board approving the change at a MTA HOF Board meeting and changes noted in the minutes.
XI. Continuing
HOF Member Recognition
1) Members of the Michigan Trapshooting Hall of Fame shall be listed in the Michigan State Shoot program on a continuing basis. Other honors as considered appropriate by the MTA Board of Directors will be given.
XII. Amendments
1) The MTA HOF Board shall have the power to make, alter, amend, and repeal the HOF By-Laws by an affirmative vote of a majority of said Board. Notice of any such proposed amendment to the By-Laws of the
HOF shall, however, be give to each MTA HOF member, in writing, at least ten (10) days in advance of any annual or special meeting at which such amendment is proposed to be adopted. The MTA Board of Directors must approve any revision to the MTA HOF By-Laws by a majority of the Board votes prior to the implementation of any revisions to the MTA HOF By-Laws.
A. Any Michigan resident who is a member of the Amateur Trapshooting Association may submit the name of a candidate for consideration by the HoF Board. The submission must be sent to the Chairman of the HoF Board in writing with a description of the qualifications of the candidate.
B. The HoF Board shall review all submissions and select the candidate(s) after researching the candidate’s trapshooting history and contribution to the sport, subject to:
1. No more than two candidates may be selected per year.
2. It is not mandatory to select a candidate, or candidates, annually.
The decision to recommend a candidate for induction belongs solely to the HoF Board.
C. The HoF Board shall provide a written report to the MTA Board detailing the candidate’s qualifications, and stating the specific reasons for the candidate’s recommended induction into the Hall of Fame. The report must be signed by at least two HoF Board Members. The report shall be provided to the MTA Board by September 1, or another date set by the MTA Board, for a candidate to be inducted at the following year’s Michigan State Shoot. The MTA Board may return the report to the HoF Board for additional information.
D. The final decision on induction belongs solely to the MTA Board.
